I agree, how can we have a congestion charge when alternative transport such as the bus and train services aren't anywhere near great? It may be an idea to look to improving this beforehand, as the point of a congestion charge is to relieve it through the use of such means is it not?

What's so wrong with a congestion charge? The city's overcrowded and there are barely enough parking spaces or ameneties for cars - it would certainly deter motorists and we have a great bus service (park and ride etc), so there wouldn't be any need to install new facilities.
