Those quotas in full

Instead of putting quotas on the religion of pupils in schools, why don't we have a quota on Labour Education Secretaries who are good at their jobs?

Well, actually, a single one would do!

    I'm not sure its clever to back faith schools preferentially. Grammar schools and technology colleges have been successful models in education both acedemically and as communities. Faith (delusion) can curb individuals to question, doubt, test the boundaries and think for themselves.
